PROJECT LIAISON OFFICER (PLO) ROUTINE ROAD MAINTENANCE OF NATIONAL ROAD R37 FROM LIMPOPO/MPUMALANGA BORDER OVER MASHISHING TO MBOMBELA MUNICIPAL BORDER. CONTRACT: SANRAL X.002-107-2019/1. VACANCY PROJECT LIAISON OFFICER (PLO). CONTRACT DURATION: APRIL 2022 – JANUARY 2024. Suitable candidates will need to have the following minimum qualifications and relevant experience: Requirements: Minimum requirements/experience:
•Must have Grade 12 (Matric certificate to be attached)
•Able to communicate, read and write in English
•Able to communicate in an additional local language
•Computer literate (MS Word, Excel & PowerPoint)
•Past experience working with communities (e.g. Public Liaison Officer or Community Liaison Officer)
•Must be a resident of Thaba Chweu Local Municipality (proof of residence to be attached)
•Must have good communication skills
•Must be mature and have respect for the Community, Contractor, Client and his Representatives.
•Access to a motor vehicle. Roles & responsibilities:
•Be available on site daily from 07:00 – 17:00, responsible for getting themselves to and from site
•Communicate with the Contractor and Engineer on a daily base to determine labour requirements number and skill
•Facilitate and assist in labour disputes resolution and ensure procedures are adhered to and that sanctions are reasonable. The PLO will be responsible for ensuring that they can travel where they are needed, and they will be paid for the km travelled
•Assist and facilitate in the recruitment of suitable temporary labour and the establishment of a labour desk where required
•Attend all PLC meetings and present a progress report
•Assist in the identification, screening of labourers and SMME`s from the community in accordance with the project needs
•Organise and assist the contractor to explain to all temporary labourers their conditions of temporary employment and to inform temporary labourers as early as possible when their period of employment will be terminated
•Ensure that there are agreements between the contractor and the labourers
•Ensure that workers are paid what is due to them and on time
•Attend disciplinary proceedings to ensure that hearings are fair and reasonable
•Handle such other duties as agreed upon between parties concerned
•Keep daily written record of interviews and community liaison which should be included in the monthly progress reports
•Keep records of labourers appointed, their ID`s, days worked, wages paid, etc.* Prepare monthly progress reports
•Assist SANRAL in the performance of their duties
•Maintain a site diary for their roles and responsibilities.
